[컬럼-기고] 학교폭력, 주변인 학생의 적극적 개입을 위한 교육이 필요하다
나라에 따라서 유형과 심각성이 다르기는 하지만 학교폭력의 문제는 우리나라만의 문제라기보다는 세계적으로 모든 학교에서 발생하는 일반적인 문제이다. 우리나라에서는 2012년 이후 정부와 민간의 적극적인 노력이 계속되면서 학교폭력에 대한 인식이 새로워지고 있고, 실제 학교내 폭력이 상당히 줄어들고 있는 것으로 조사되고 있다. 하지만 학교에서 학생들 사이의 언어적 폭력이나 따돌림이 근본적으로 해결되고 있지는 않은 것으로 보인다.학교폭력은 일반적으로 초등학교에서부터 시작이 된다고 할 수 있다. 조사결과에 따르면 학교폭력의 피해를 처음으로 경험하는 시기가 초등학생 때라는 응답이 거의 80%에 이르고 있다. 중학교는 학교폭력이 매우 심각해지는 연령대라고 할 수 있다. 학교별로 학교폭력 사안을 처리하는 자치위원회 심의건수 중에서 중학교 사안이 60~70%를 차지하고 있고, 피해학생의 보호와 가해학생에 대한 조치도 중학교에서 가장 많이 이루어지고 있다. 다른 사건이나 사고와 마찬가지로 학교폭력은
