The National Police Agency said Friday that it will crack down on excessively violent celebrations among students graduating from elementary, middle and high school.

The NPA announced in the recent statement that it plans to conduct an intensive preventive education to deter brash celebrations, while closely monitoring 1,360 schools it has deemed susceptible to such violence.

Anyone who has taken part in such activities, no matter how small, will be punished.

“(Police will) only hand out warnings for minor misdemeanors, but will pursue legal action against anyone who participates in activities deemed punishable by law,” said Bae Gi-myeong of Daegu Metropolitan Police Agency.

Traditionally, many Korean have held playful ceremonies upon graduation, such as pouring flour over each other and taking buttons from a shirt of a person they have a crush on.

Over time however, celebrations have grown more violent, and students were often coerced to go through reckless rituals by their alumni. The new "celebrations" include ripping apart graduating students’ school uniforms, taking off their clothes in public, and taking their money.

An anonymous Seoul citizen said that he once witnessed a group of students running in the streets wearing nothing but underwear. He said the students looked miserable but were egged on by another group of youngsters on motorcycles.

경찰청은 1일 강압적이거나 폭력적인 졸업식 뒤풀이를 막기 위한 선도 활동을 강화한다고 밝혔다.

경찰은 졸업식 시즌인 2월을 맞아 학교폭력 예방교육을 하고, 졸업식 당일에는 학교나 뒤풀이 예상지역을 순찰하기로 했다고 밝혔다. 이와 관련해 경찰은 순찰 강화가 필요하다고 판단한 학교 1,360 곳과 학생들이 뒤풀이를 하기 위해 찾을 곳으로 예상되는 1,464 곳을 선정했다.

이러한 악습을 막기 위해 경찰은 뒤풀이 주도자 뿐만 아니라 단순 가담자 역시 처벌하기로 했다고 전했다.

선도 대상은 단체로 길가에서 옷을 벗는 행위, 다른 학생들에게 알몸이 되게 하는 행위, 뒤풀이 명목으로 돈을 뺏는 등 가혹행위이다.

대구경찰청 배기명 여성청소년계장은 “경미한 행위는 현장지도로 끝나지만 과도 한 졸업식 뒤풀이가 형사처벌 대상이라고 판단되면 주동자뿐 아니라 단순가담자도 모두 사법처리할 방침”이라며 학생들에게 “무분별한 행위를 하지 말 것”을 당부했다.

경찰은 또한 술, 담배 등을 청소년에게 판매하거나, PC방이나 노래방에서 청소년 출입시간을 지키지 않는 행위, 청소년 유해업소에서 청소년의 출입을 허용하거나 고용하는 행위 역시 집중 단속할 예정이라고 밝혔다.
