The National Human Rights Commission of Korea’s decision to advocate advertisements against homosexual discrimination to be posted on subway bulletins touched off debates among Korean netizens.

A man, surnamed Kim, requested approval from Seocho District Office last year to post ads on subway bulletin boards that said, “Every person has the right to not be discriminated for sexual orientation.” However, the office rejected his request, saying it may have a negative impact on teenagers and undermine the social norms of Korea.

The NHRC countered the argument by saying, “Homosexuality is a natural sexual orientation that cannot be discriminated against. As Kim’s posting does not incite homosexuality, it is hard to find that it creates a negative influence.”

Conflicting views upon the decision prompted some netizens on Twitter to express their support for the NHRC’s decision.

On the other hand, other Twitter users claimed the NHRC is focusing on trivial matters -- in this case, the issue of homosexuality. One online user criticized the decision, saying Kim’s ads are too “dirty” to be shown in public.

Meanwhile, the NHRC recommended that Seocho District Office come up with a plan to prevent the recurrence of these types of incidents.

성소수자 광고, ‘괜찮아’ vs. ‘더러워’

국가인권위원회는 성소수자에 대한 차별을 반대 하는 내용의 게재를 거부한 서초구청에 재발방지 대책을 마련할 것을 권고했다고 23일 밝혔다.

인권위에 따르면 이모(27)씨는 지난해 5월 주요 역 주변 게시대에 ‘차이가 차별이 되지 않는 세상, 서울시민 중 누군가는 성소수자입니다. 모든 국민은 성적지향으로 인해 차별받지 않을 권리를 갖습니다’라는 내용의 광고를 게재하려 했으나 서초구청에서 거부당했다.

하지만 서초구청은 “공공의 이익을 위한 행정에 반하고 미풍양속을 해칠 우려와 청소년의 보호 선도를 방해할 우려가 있을 뿐 아니라 동성애에 관한 사회적 공감대가 형성되지 않은 현실을 감안했다”고 거부 사유를 밝혔다.

이에 대해 인권위는 “진정인이 광고하고자 한 내용은 성적 지향에 따른 차별을 반대한다는 것으로 이 광고가 청소년의 보호•선도를 방해하거나 공익에 반하거나 미풍양속을 해할 우려가 있다고 보기 어렵다고 판단된다”고 설명했다.

인권위의 이번 권고에 네티즌은 각기 다른 의견을 내놓고 있다. 몇몇 트위터 유저들은 관련 기사를 리트윗하며 인권위의 결정에 대한 지지의사를 밝혔다. 하지만 다른 유저들은 인권위가 동성애와 같은 사소한 문제에 관심을 가지고 있다며 다른 문제에 더 집중해야 한다는 의사를 밝혔다. 한 미투데이 유저는 "보는 눈이 있는데 저렇게 더러운 광고를 내보내냐"라며 강한 불쾌감을 드러냈다.

한편 인권위는 이에 따라 서초구청장에게 재발방지 대책을 마련하라고 권고했다. (코리아헤럴드)
