A group of Koreans living in the U.S. said Wednesday it is staging a full-scale campaign to discredit the name "Sea of Japan."

The group prefers the name East Sea for the waters between the Korean Peninsula and Japan, and wants that reflected in U.S. textbooks.

"Our final goal is to include 'the East Sea' in all textbooks used at elementary, junior high and high schools in 50 states by March 2017," said Peter Y. Kim, head of the Voice of Korean Americans (VoKA). "This civic movement will be a very tough one.

The Virginia-based group was launched recently to maintain momentum in grass-roots efforts to change the U.S. government's single-name policy on the body of water also bordered by Russia.

Koreans say the name Sea of Japan is a legacy of Japan's imperial past. Japan colonized Korea from 1910 to 1945.

Kim said his group has set a realistic short-term goal of having the U.S. officially use the two names simultaneously.

Kim spearheaded an online petition with the White House last year, drawing a total of 102,043 signatures.

Such an effort failed to change the U.S. government's stance on the issue but helped enhance public awareness on Korea's position.

Kim described last year's drive as the first stage of a long campaign.

"We are now kicking off the second phase," he said at a press conference Wednesday.

VoKA will focus on reaching out to members of the boards of education in all 50 states to modify textbooks, he added.

Kim pointed out that lobbying state legislators is more difficult due to the influence of the Japanese community.

In 2012, a Virginia lawmaker, David W. Marsden, introduced a bill to the education panel of Virginia Senate that would have required public school textbooks to carry both the names Sea of Japan and the East Sea. The panel turned it down in a 8-7 vote. (Yonhap News)

한인단체, 美교과서 `동해병기' 전국운동

미국의 50개 주(州) 모든 학교에서 사용되는 교과서에 `동해-일본해'를 병기하기 위한 시민운동이 벌어진다.

재미한인들로 구성된 `미주한인의 목소리(VoKAㆍVoice of Korean Americans)'는 16일(현지시간) 버지니아주(州) 한인 밀집지역인 애넌데일에서 기자회견을 열고 동해병기 운동 계획을 밝혔다.

이 단체는 피터 김 전 버지니아한인회 대외협력국장의 주도로 지난해 말 설립된 사단법인으로, 지난달 17일 첫 번째 이사회를 열고 본격적인 활동을 시작했다.

이미 미국 내 50개 주의 교과서 관련 정책당국자들의 명단 등을 확보한 이 단체 는 국제수로기구(IHO) 차기 총회가 열리는 오는 2017년까지 모든 공립학교 교과서의 동해 병기를 목표로 관계당국과 미국 시민 등을 상대로 로비활동을 벌인다는 계획이 다.

특히 우선 워싱턴DC 인근 수도권을 중심으로 시민운동을 펼친 뒤 미국 전역의 한인단체와 연계해 전국적인 조직으로 확장한다는 방침이다.

피터 김 초대 회장은 "일본의 거센 로비 방해공작이 예상되기 때문에 모든 한인 단체의 결집과 확고한 의지가 필요하다"면서 "조직과 자금 확보에 주력하고 있다"고 말했다.

김 회장은 "한ㆍ일 양국이 명칭에 동의하지 못하고 있는 상황에서 동해와 일본 해를 동시에 가르치는 것이 마땅하다는 점을 미국의 교육당국자들에게 집중적으로 홍보할 것"이라고 강조했다.

김 회장은 지난해 3월 백악관 인터넷 민원사이트 `위 더 피플(We the People)'에 동해 표기와 관련한 청원을 제출해 10만 명 이상의 서명자를 받아냈으며, 같은 해 8월에는 백악관 및 교육부 당국자와 직접 만나 이 문제를 논의했다.

데보러 델리슬 교육부 초중등 담당 차관은 지난해 11월 김 회장에게 서한을 보내 "(연방) 교육부는 교육과정이나 교과서 내용 등에 대해 개입할 수 없다"면서 주 정부와 지방정부와 논의할 것을 ‘조언'했다. (연합)
