South Korea will move to expand coverage by its national health insurance program as a recent study showed its coverage rate is one of the lowest among advanced nations, the insurance operator said Monday.

According to the National Health Insurance Corp., the country’s health insurance service covered only 58.2 percent of all medical expenses in 2011.

That rate is the lowest among the 11 members of the 27-nation Organization for Economic Cooperation and Development whose per capita income rose above US$27,000 since 2001.

The average of the other 10 countries was 74.5 percent with Japan’s health insurance program covering the highest proportion of 80.4 percent of all medical expenses, followed by Britain with a 79.9 percent insurance coverage of medical bills.

The corporation said it plans to boost the country’s insurance coverage rate to around 80 percent within the next five years, partly by expanding benefits to low-income families and lowering the ceiling on the amount of money patients have to pay themselves. (Yonhap News)

한국, 건강보험 세계 '꼴찌'수준 굴욕


국민건강보험공단은 27일 우리나라 건강보험의 보장 수준이 경제 규모를 감안할 때 세계 주요국들 중 ‘꼴찌’라는 연구결과가 나옴에 따라 향후 5년간 37조원의 재정을 늘려 보장률을 80% 수준까지 끌어올리는 방안을 내놨다.

건강보험공단쇄신위원회의 보고서에 따르면 OECD(경제협력개발기구) 국가 중 2001년 이후 1인당 GDP(국내총생산)가 2만7천달러를 넘어선 11개국을 대상으로 2만7천달러 초과 시점의 공공의료비 비중을 비교한 결과 우리나라가 58.2%(2009년)로 가장 낮았다.

공공의료비 비중은 전체 의료비 가운데 가계의 직접 부담분을 뺀 것으로 국민 의료비의 어느 정도를 건강보험 등 공공 재원이 책임지고 있는지를 보여준다. 의료서비스에 대한 공공보험의 보장성 수준을 비교하는데 주로 사용되는 통계다.

우리나라의 공공의료비 비중(58.2%)은 나머지 10개국의 평균(74.5%)을 크게 밑돌았다.

이 같은 현실을 개선하기 위해서는 건강보험 보장률을 2010년 62.7%에서 80% 수준까지 높여야 한다는 게 건강보험공단의 진단이다.

건보공단은 ▲저소득층 의료보장 강화 ▲재난적 의료비(가처분소득 40%이상) 부담 해소 ▲필수의료 중심 단계적 보장성 강화를 통해 각각 보장률을 0.7%포인트, 2.5%포인트, 12.6%포인트씩 올릴 수 있을 것으로 보고 있다.

건보 관계자는 “모든 소득과 소비세에 건보료를 부과해 23조원을 마련하고 예방•검진 강화와 효율적 지출을 통해 14조원을 줄이면 소요 재원을 확보할 수 있을 것”이라고 설명했다.
