정부는 태풍으로 막대한 인명 및 재산 피해가 발생한 필리핀에 500만 달러(한화 54억원 정도) 규모의 인도적 지원을 긴급 제공키로 결정했다.
외교부는 유관 정부 부처 및 민간단체 관계자들이 참석한 가운데 12일 서울 도렴동 외교부 청사에서 민관합동 해외긴급구호협의회를 개최하고 이같이 결정했다.
협의회에서는 필리핀 현지에 긴급구호대(KDRT)를 파견, 의료 및 구조 활동도 지원키로 결정했다.
긴급구호대는 필리핀 현지의 인도적 수요를 고려, 의료진 20명, 119구조단 14명, 코이카 4명, 외교부 2명 등 40명으로 구성됐다.
정부는 필리핀 정부의 구호대 접수가 확인되는대로 군 수송기를 이용해 현지에 긴급구호대를 급파할 예정이다.
이와 관련, 국방부는 C-130 수송기 2대를 성남 서울공항에 대기시키고 관련 부처 요청시 즉각 지원할 예정이다. 서울공항에서 세부까지는 수송기로 6∼7시간이 소요된다.
군은 요청이 있으면 2억원 어치의 천막 100동을 긴급 투입하도록 할 계획이다.
긴급구호대 본대와는 별도로 외교부 신속대응팀과 긴급구호대 선발대 등 19명은 우리 국민의 안전 확인과 현지 상황 파악 등을 위해 이날 낮 미국 해병대 수송기를 이용해 극심한 태풍 피해를 본 필리핀 타클로반 지역으로 이동할 계획이다.
앞서 안홍준 국회 외교통일위원장은 이날 오전 국회로 외교부, 보건복지부, 한국국제협력단, 한국보건의료재단 등 관계부처를 소집해 긴급 간담회를 개최했다.
이 자리에서 외교부는 필리핀에 인도적 차원에서 300만∼500만 달러를 지원하는 방안을 민관합동 해외긴급구호협의회에서 논의할 예정이라고 보고했으며 외통위는 6•25 참전국인 필리핀과의 관계 등을 고려해 500만 달러 지원을 요구했다.
안 위원장은 새누리당 원내대책회의에서 "무엇보다 우리 교민의 안전 확보에 만 전을 기해야 한다"면서 "필리핀의 불안한 치안 상황으로 말미암아 2차적 피해가 우려되는 만큼 관계당국은 2차 피해가 발생하지 않고 안전한 보호가 이뤄지도록 모든 대응을 해달라"고 말했다.

South Korea will offer $5 million in relief aid to the typhoon-ravaged Philippines and send a team of relief workers there, the foreign ministry said Tuesday.
The government decided to provide the Philippines with assistance in cash and relief goods including food, blankets and tents, the Ministry of Foreign Affairs said.
The goods will be shipped to the country after the Philippine government's approval, which is expected to take a day or two, according to the ministry.
"The aid decision has been made, considering the seriousness of human and economic damage from the typhoon, and our old and close bilateral relationship," the ministry said.
As part of further relief aid, Seoul will also dispatch a team of relief workers to the country, including 20 medical workers and
14 emergency rescue workers, the ministry also said.
The Korea NGO Council for Overseas Development Cooperation, the council for local non-government groups, will separately offer $1 million in aid to the Philippines, the ministry also noted, adding that the decision was made during the joint government-private meeting held earlier on Tuesday to discuss ways to help the country.
The super typhoon Haiyan pounded the central Philippines with strong winds and heavy rains on Friday, with the death toll reportedly reaching 10,000.
Prime Minister Chung Hong-won also extended his consolation to the Philippines, vowing to muster efforts to help the country.
"In regard to emergency rescue and damage restoration, (South Korean officials), led by the foreign ministry, are advised to closely cooperate with the Philippine government," the prime minister said in a Cabinet meeting earlier in the day.
"I feel very sorry for the massive human and property damage and extend my consolation to the Philippine people," Chung said.
"Our government will put forth every possible effort."
Meanwhile, the foreign ministry said about 33 South Koreans were reported to be living in the area affected by the typhoon and 10 remained unaccounted for as of early Tuesday in the wake of the monster typhoon. (Yonhap News)
